Should scientists have an obligation to explore every avenue of genetic make up?

i know that there are a lot of moral issues to this topic. as well as scientific ones. i was wondering if i could find out the pros and cons of genetic exploration, including how deep (if there is a limit) scientists should go. this question reminds me of cloning and stem cells, but other than that, i'm really at a brain fart. i have no idea, and i need help! any ideas would be appreciated.
